I think there was a 'Yes Minister' episode about this. They were happy to keep an expensive hospital empty, 'cos they didn't want patients mucking it up.

I was trying to decide if the travel restrictions now are the worst they've been. Currently, the only "free" travel is between SA, Tas and WA but I'm finding it difficult to compare as there's other factors now that weren't there last year.
As an essential traveller, I could move freely last year, albeit at the cost of having to isolate. This year I cannot. I also have to wear a mask travelling, a requirement that wasn't there last year.

Queensland hospitals aren’t just for Queenslanders, and the article doesn’t say that at all. But cases like this seem to have the rules applied first then they get reviewed and hopefully exempted rather than having a review done at the get go.

Not in those exact words, maybe, but the meaning is clear to all. Queensland hospitals are obviously not for sick babies from the northern coast of NSW. It is not practicable for a sick breastfed baby to have its mother forced into hotel quarantine for 14 days. And self funded means many just cannot afford it. This is what the article does say:
"Chris Ingall, a paediatrician in Lismore, NSW, said he was concerned border complications were placing infants' and children's lives at risk. Dr Ingall said it felt like déjà vu from a similar situation in 2020. Even last weekend we had four babies and children who required emergency care.
Three of those four we had to send down to Newcastle because Queensland Health dictated that the parent would have to go into separate, self-funded hotel accommodation for two weeks of quarantine away from their child."

I believe Australia now has the most draconian and inhumane restrictions of virtually any country in the world, and most definitely in the developed world.

Yet we are having a few hundred cases a day, virtually no deaths amongst those who haven’t had the chance to be vaccinated, have one of the most advanced health systems in the world and have a high rate of vaccination.

It’s incredible that people have been conditioned so much that they believe what’s being done justifies the risk.

I would suggest it goes deeper than this. Australia has long been a nanny country. Some of the OH&S stuff is patently ridiculous but if you have a population that's accustomed to ridiculous, it's so much easier to sell more ridiculousness.
I believe Machievelli covers it somewhere in The Prince. Basic principle being that if you conquer a country where the people are oppressed, it's simpler and easier to keep them that way, as that's what they are used to.

Does anyone have a clear explanation why domestic quarantine was abandoned as a "treatment" of the risk of someone having covid travelling from interstate?

I can understand say cross-infection as has happened in Qld where they mixed domestic and international quarantine. With that issue hopefully sorted I think Qld still does paid hotel quarantine for travellers from a hotspot/hot State.

I think NT partly put it aside for a few days when they lacked capacity (and I think had 19 households/locations used as home quarantine) and I also know they were miffed at being used as a half-way house as well.

But still not sure why some States won't allow domestic quarantine for say bona fide returning residents. I guess the main examples are SA and Vic recently and now WA.

Governments have wed their political futures to zero COVID and will therefore take zero risk.

OK for international quarantine (from countries with Delta - after a pre-flight test) and not ok for domestic quarantine from high risk or extreme risk States (even if a State adds a pre-flight / day 1 test).

The best way if you are an average Joe who needs to get to WA is to get yourself to Kabul Airport, preferably airside.
