It's a United MileagePlus thing that Platinums and 1Ks earn that can be used to put in for upgrades.
It apparently replaced some other system (Complimentary Premier Upgrades) a couple of years back.
Edit: replaced GPUs and RPUs (Global and Regional Premier Upgrades), not CPUs.

I've had quite a few as a lifetime Platinum, but have been unable to use any on International flights, as UA is pretty stingy in this regard. Upgrades from Y to PE don't really interest me so I just look elsewhere. UA's loss I guess, but they don't need my money.

No Pluspoints on award tickets sadly. And the first sector of the flight has to be before the PlusPoints expire.
The other thing to note is that you can use them on LH and NH bookings too.
(And alas, I won't get my upgrade. Only one F seat left and I'm eleventh on the list.

Don’t know if this helps but you can usually bid for a cash upgrade.
