Avios 40% bonus transfer from US Amex

My sister, who lives in New York has about 500,000 Amex miles on US Amex card.
They sent her this 40% bonus offer to convert to Avios.
I'm sure her US Amex can probably convert at 1:1 for most US carriers?
My question is, does anyone have any advice on whether the Avios with bonus is better than a US carrier redemption for mainly transatlantic J travel..
