Cairo 'holiday' hack

I'm in the habit of booking my BA trips as a 'holiday' by booking a hotel and/or a car for a few days and thereby only needing to make a deposit until 30 days before departure. Tried to do this on a Cairo booking and got no joy. Near as I can tell it isn't possible there. Does the Egyptian government have something against BA or is there a darker sub-plot to this macabre tale? 👻
