No rooms showing on Qantas Hotels but does show up in IHG search

I normally book hotel rooms via Qantas Hotels for the points. I was going to book a room at Crowne Plaza Changi but no rooms came up on the Qantas Hotels page. I switched over to IHG and found "3 rooms left at this price" so I booked it there. Was not logged in when I searched initially.

So does IHG let third parties only access a subset of rooms available?

From my understanding most aggregators have fixed availability. There have been plenty of times when Expedia did not have availability but one can book via Agoda etc.
