The train will be the same price as the bus. No airport tax will be applied. There will be another "normal" station after the airport with a total of three stations on that branch line - at present.

If it goes over budget or they want funds to run a shuttle from Redcliffe (was Belmont) Station to T3/4

I know an engineer working on this project as an acquaintance. Perth has a couple of tunnels and it makes a huge difference to where you might choose to live. Instead of the western suburbs you can go east to Lathlain/Carlisle and further east and have a half sized mortgage. Prices in Perth are low enough to make Sydney siders cry.

So does the new single Perth airport station serve both domestic and international terminals?

There will be a station at Airport Central which serves Virgin Domestic and the International terminal.

The above mentioned Redcliffe Station will be about 500m from the current Qantas T3/T4 (noting that plans for Perth Airport have everything being centralised at Airport Central.

There will be a station at Airport Central which serves Virgin Domestic and the International terminal.

It will also serve T2 as well, currently airlines operating at that terminal include; Alliance, Tigerair & Rex (as well as some VA intrastate flights).

The first rails have been laid in the tunnels for the Airport line. It is now due to open in late 2021.

The current planning is that train movements will commence at 05:00 to cater for FIFO workers. Unfortunately, the ongoing altercation between QF and the Perth Airport means that a shuttle bus service will have to be introduced to connect the QF Terminals to the Redcliffe Station . It had been assumed that QF would have moved to the main terminal by the time the trains were running.

Don't think there was ever a chance of that.
The New terminal exists in the Master Plan only.

No actual design, approvals, EIS etc

Earlier this month I took part in an emergency simulation on the train line, so opening should be soon hopefully

After a couple of months of conspicuous silence the web page of the Rail Link Project has finally posted some 'news'. No opening date has been given. The emergency simulations mentioned by Fishfood above were said to have been successful and it was posted that "The overhead lines have been de-energised again to allow for a series of work to be undertaken within the tunnels before training for drivers and operational staff begins."

I assume this is to fit transponders, or whatever the correct term is, to allow for better mobile signal reception in the tunnels as this had been mentioned as a problem a month or so back. I very much doubt that the line will be operating by my return to Perth from Europe on the12th of September.

The Forrestfield-Airport Link will open on October 10, the WA Government announces, with fares to be capped at $5 for the 20,000 passengers a day expected to use the service.
