US New Flight Delay Refund Rules

The US government just announced new rules regarding refunds. This seems to revolve around providing refunds in simple manner for significant flight delays/ cancellations.

I believe for domestic flights its 3h delay and 6h for Int'l.
A few other things noted in the announcement like guaranteeing family seating without additional fees.

Note this isn't about compensation if flights are delayed.
