Just did this and given I could not find a thread decided to post experience. Form on Singapore  immigration website took 2 mins to complete. No photo required. When you check in at Changi go through immigration at T3. Immediately to your right is  a small enrolment office. Was asked a few questions ie did i want to work in Singapore etc. Whole process very friendly and took 10 mins. No cost
This will be great. No incoming cards and get to use the automatic gates. Immigration was an hour on Sat lunchtime so during the day when it is at its most busiest will save heaps of time.

		 It was hard for my wife to get the immigration people to understand that while she was born in Singapore she never had a Singapore ID card or number as it was back in the colonial days. She was also surprised that 'Eurasian' is considered to be a race in Singapore. After all the effort her fingerprints never worked at the gates and while I went straight through she had to go over to the counter and then be sent through a side passage to catch up with me.
