2174: Stay 3 nights get 5,000 points
3164: Stay 7 nights get 10,000 points
2190: Stay 15 nights get 15,000 points

I have been a PC member for many years and never receive email notifications of promotions either. After registering for this one, I checked my membership settings to make sure I haven't ticked 'don't contact me about promotions', but I hadn't, so I'm not sure why I never hear from them

Same here. Immediately prior to trying to register for this I registered for the Double Miles / Points promo.
And immediately prior to that I bought miles linked from an email I received for 20% bonus miles.
